A shocking scandal has unfolded in Sahiwal, Pakistan, involving a Pera enforcement station project that has become a symbol of corruption and abuse of power. This case, which has sparked public outrage, highlights the deep-rooted issues within the country's construction and government contracting sectors.
The Pera Enforcement Station Scam: Uncovering a Web of Corruption
The Anti-Corruption Establishment (ACE) has taken a stand against four officials from the Okara buildings department and the proprietor of a firm, Muhammad Zaman, for allegedly misappropriating a staggering Rs14.174 million in the construction of a Pera enforcement station. But here's where it gets controversial: these individuals are accused of using substandard materials, nepotism, and kickbacks to line their pockets.
The accused officials include Muhammad Ali Yasir (EXEN), Muhammad Zain (SDO), Muhammad Bilal, and Muhammad Azeem (sub-engineer). They, along with Muhammad Zaman, are said to have misused their authority and processed tenders, work orders, and payments in just 40 days, raising serious questions about the integrity of the entire process.
An ACE inquiry, completed in October 2025, revealed a loss of Rs14.174 million to the national exchequer in a tender worth Rs29.30 million. It is alleged that a substantial amount, Rs27 million, was paid to the firm within a remarkably short timeframe after tender approval. Sources close to the investigation have revealed that contractor Muhammad Zaman secured the tender due to his close ties with Sahiwal building circle Superintendent Engineer (SE) Zulfiqar Tabassum.
And this is the part most people miss: it is alleged that Zulfiqar Tabassum is a sleeping partner in S&S Firm, receiving hefty kickbacks from the approval of tenders and the release of payments. This potential conflict of interest is a serious concern and has led to the case being registered under multiple sections of the Pakistan Penal Code and the Prevention of Corruption Act (PCA).
The controversy surrounding this case began with the approval of the enforcement station construction project on May 12, 2025. The Renala AC opposed the proposal, citing a lack of space at the office and requesting a review of the site. However, EXEN Muhammad Ali ignored these reservations and rushed through the technical and financial bid, finalizing it on June 16. The speed at which this process was completed is highly suspicious, especially considering the significant amount of money involved.
Within a week, the worked order was issued, and even more shockingly, the buildings department paid Rs13 million to S&S Firm just two days after the tender was awarded. Within a month, the remaining Rs27 million was released, despite the enforcement station remaining incomplete to this day. The entire process was rushed, and no quality checks were conducted on the construction materials used.
The ACE report states that the contractor did not complete the Rs13 million worth of work, yet the full payment was released to the firm. ACE Deputy Director (Technical) Arshad Khan confirmed that the tender was not awarded to the lowest bidder but to the second-lowest, allegedly through forged documents. The final approval and payment release were handled by the SE Circle Office in Sahiwal.
ACE Director Basharat Nabi has assured the public that the department is committed to holding all those involved in government contract corruption accountable. However, SE Zulfiqar Tabassum has remained silent, refusing to comment on the allegations.
